Starting in 2019, anyone renting rooms and apartments to students in Groningen will be required to have a rental permit.

The Groningen municipal executive council is calling for the permit requirement to be added as a general local bye-law on 1 January, 2019. Dagblad van het Noorden reports that the new rules will apply to rental agencies that work with student housing.
The municipality hopes that the measure will help to tackle misconduct by landlords and rental agents on the housing market in the city. A permit can be withdrawn if the permit holder is found guilty of inappropriate behaviour such as threatening and intimidating tenants.
The permits will be granted on the basis of each individual rental property, but if a pattern of misconduct by a landlord or rental agent emerges, every single one of their permits can be withdrawn.
