                      Volunteer highlights challenges deaf Ukrainians face in the Netherlands (Переклад українською)

                      Most Ukrainians knew that Russia had launched a full-scale invasion of their country when they heard the sound of sirens, followed by the rumble of explosions, but it was an entirely different experience for deaf Ukrainians. Lacking access to information in sign language, they realized their country was under attack only when everything around them started shaking.

                      It is not known how many Ukrainians with hearing impairments, numbering about half a million, have left the country. But it is clear those who did still experience the same communication problems. Take, for instance, deaf Ukrainian refugees who have found safety in shelters across the northern Netherlands. They have been frequently taken to wrong locations, and suggestions to streamline the process have routinely been disregarded, Omroep OOG reports.

                      “It is a nation-wide problem,” says Willemijn Kemp, who is involved with the refugees who are staying at the Nescio Hotel in Haren. “I hear stories that deaf refugees are brought haphazardly to various locations. These people do not understand Dutch or English sign language. The don’t comply with the hotel rules because these have not been communicated to them. They don’t even hear the knock on the door when someone brings them food.”

                      “Emails are not answered”

                      The authorities should coordinate better in the distribution and transport of hearing-impaired refugees from Ukraine, Kemp says. Ideally, they should be housed in locations where they can live in close proximity to interpreters who are familiar with the Russian/Ukrainian sign language. “There are five institutions for the deaf In the Netherlands – in Amsterdam, Rotterdam, Utrecht, Sint-Michielsgestel, and Groningen,” she reminds. “The Groningen Foundation for the Deaf has already sprung into action. They have emailed the municipality that they would like to offer their help. However, they haven’t received any reply to their two emails to date.”

                      In the meantime, the secondary vocational school for the deaf in Haren has indicated that hearing-impaired refugees are welcome to participate in their program for a large part of the day, Kemp says. The issue, however, they need suitable accommodation, preferably close to the local deaf community. And that should be coordinated by the central authorities, she believes.

                      Точна кількість українців із вадами слуху, які вже виїхали з країни (за приблизними підрахунками їх близько півмільйона) – наразі невідома. Але зрозуміло, що ті, хто залишив країну, постійно стикаються із бар’єрами у спілкуванні. Багато з них вже знаходяться у безпеці у притулках на півночі Нідерландів, але повсякчас трапляються випадки, що людей із вадами слуху відвозять у місця, які не дуже призначені для їхнього перебування, а пропозиції щодо налагодження процесу оптимізації поселення таких людей поки що не були почуті, повідомляє Omroep OOG.

                       

                      «Це загальнонаціональна проблема», — каже Віллемійн Кемп, яка займається проблемами біженців, що зупиняються в готелі Nescio в Харені. «Я чую багато історій про те, що біженців із вадами слуху випадково привозять у різні місця. Але потрібно зрозуміти, що ці люди не розуміють ані нідерландської, ані англійської мови жестів. Вони, наприклад,  іноді просто не можуть дотримуватися правил готелю, де їх оселили, оскільки їм не було повідомлено про них у зрозумілий для них спосіб. Вони навіть не можуть почути стукіт у двері, коли їм приносять їжу».

                       

                      «На е-мейли не відповідають»

                       

                      Влада повинна краще працювати над групуванням та транспортуванням біженців із вадами слуху, що прибувають з України, каже Кемп. В ідеалі вони повинні розміщуватися в тих місцях, де вони можуть проживати в безпосередній близькості від перекладачів зі знанням російської або української мови жестів. «У Нідерландах є п’ять закладів для людей із вадами слуху – в Амстердамі, Роттердамі, Утрехті, Сінт-Міхілсгестель та Гронінгені», – зазначує вона. «Фонд людей із вадами слуху Гронінгена вже почав діяти. Вони надіслали до муніципалітету 2 електронних листа із пропозицією своєї допомоги. Однак, до сьогодні, вони не отримали жодної відповіді на них».

                       

                      Тим часом, середня професійна школа для людей із вадами слуху у Харені оголосила, що для біженців з України із вадами слуху їхні двері є відчинені, і що біженці можуть знаходитися у школі протягом більшої частини дня, каже Кемп. Та справа в тому, що люди із вадами слуху у першу чергу потребують відповідного житла, бажано поблизу того місця, де вони можуть контактувати із місцевою громадою людей із вадами слуху. І це має координувати центральна влада, вважає вона.
