The use of CoronaMelder is voluntary (but encouraged)
In the province of Groningen, the Coronavirus app CoronaMelder can be used from Saturday. Tuesday saw both the Dutch parliament give the app the green light, and Minister Hugo de Jonge (CDA) of Public Health announcing that its use will be voluntary.

The CoronaMelder app checks via bluetooth whether other telephones are nearby. If smartphones are in the vicinity for more than fifteen minutes, an encrypted code is exchanged between the users of the app. If a person using either phone has tested positive for the Coronavirus, other people can easily be informed in this manner.
