                      The Municipality of Utrecht came to the rescue of the asylum seekers’ reception center in Ter Apel by offering to take in 200 of the asylum seekers currently hosted there, reported RTV Drenthe. 

                      The move followed an urgent request from the Central Agency for the Reception of Asylum Seekers (COA). The people who will be moved from Ter Apel to Utrecht will be from a number of countries, but not from Ukraine.

                      The extra spots in Utrecht will be available only for four weeks, as an emergency measure, but it is unclear what the end game will be since it seems there’s a chronic lack of hosting space for asylum seekers in the Netherlands in general.

                      The pressure on the Ter Apel asylum seekers’ center has increased, among other things, because of the long-standing lack of regular reception places.

                      The temporary solution offered by Utrecht follows a difficult week in Ter Appel. The Groningen Security Region briefly considered shutting down the asylum seekers’ center completely on March 25th, due to an overcrowding of the night shelter area and subsequent health and safety issues. 

                      The center, which operates under the municipality of Westerwolde, is technically allowed to serve 275 people, but until last week was instead hosting around 700. 

                      Groningen Mayor and Chairman of Groningen Safety Region Koen Schuiling had been calling from additional reception places to be created for a while. Schuiling also had recently highlighted that the response and reception of Ukrainian refugees showed that locations are indeed available and should be used accordingly, reported RTV Drenthe. 

                      Before the decision to move 200 asylum seekers to Utrecht came around on Sunday, COA had built an extra pavilion in Ter Apel, unauthorized by the Municipality of Westerwolde. Mayor Velema was taken by surprise but accepted that the measure was necessary in light of the emergency situation.

                      In addition to the Utrecht location, the Municipality of Assen declared in a press release on March 24th that it will keep the Expo Assen location operative as a reception center for asylum seekers until the end of August. The Expo has been used as a reception center since November 2021 and was set to continue its work only until March 31st. 

                      The Assen Expo Hall will host a maximum of 500 asylum seekers from Ter Apel.

                      While Ukrainian refugees are hosted in separate shelters at the present moment, their arrival might have contributed to the increased pressure on refugee reception services in the North, according to the Municipality of Assen. 

                      The Groningen Security region has seen so far the arrival of 650 Ukrainians – 400 just in the week from the 16th to the 23rd of March –, as reported by the Groningen Internet Courant. The region is currently able to accommodate 900 refugees, with an additional 900 places possibly being added to the table soon, which would still be slightly below the Dutch government’s request that each Security Region creates a total of 2000 reception places for refugees to stay for a minimum of six months.

                      According to recent information coming from the Ministry of Justice and Security, at the moment around 13,000 Ukrainian refugees are being hosted in the Netherlands, and there are currently 25,500 spots available in the country.

                      Муніципалітет міста Утрехт прийшов на допомогу центру прийому претендентів наотримання статусу біженця в Тер Апелі, запропонувавши їм прийняти 200 осіб, які наразібули там розміщені, повідомляє RTV Drenthe.

                      Цей крок був здійснений після термінового запиту Центрального агентства з питань реєстрації кандидатів на отримання статусу біженця (COA). Люди, яких перевезуть з Тер Апеля до Утрехта, є вихідцями з низки країн, проте не з України.

                      Додаткові місця в Утрехті будуть доступні лише протягом чотирьох тижнів в рамках заходів, що організовуються у відповідь на надзвичайні події. Досі незрозуміло, якою буде завершальна фаза, оскільки видається, що у Нідерландах у цілому хронічно не вистачає місця для розміщення претендентів на отримання статусу біженця і саме Тер Апель потерпає від тривалої відсутності таких місць.

                      Тимчасове рішення, запропоноване Утрехтом, було прийняте після важкого тижня, який пережив Тер Апель. Державний орган, завданням якого є сприяння регіональному співробітництву в подоланні криз, катастроф і порушень громадського порядку «The Groningen Security Region» розглянув питання повного закриття центру для прийому кандидатів на отримання статусу біженця 25 березня через переповненість нічного притулку та побоювання через можливе виникнення подальших пов’язаних з цим проблем у сфері здоров’я та безпеки.

                      Центр, який функціонує при муніципалітеті Вестервольде, технічно може обслуговувати 275 осіб, але до минулого тижня натомість приймав близько 700 осіб.

                      Мер Гронінгена і голова «The Groningen Security Region» пан Коен Шуйлінг порушували питання створення додаткових тимчасових місць прийому біженців. Пан Шуйлінг також нещодавно наголосив, що в процесі підготовки заходів з реагування, пов’язаних із прийомом українських біженців показали, що місця для їхнього розміщення є доступними і їх потрібно використовувати відповідним чином, за повідомленням RTV Drenthe.

                      До того, як у неділю було прийнято рішення про переміщення 200 кандидатів на отримання статусу біженця до Утрехта, COA було побудовано додатковий павільйон в Тер Апелі без дозволу муніципалітету Вестервольде. Це рішення застало Мера пана Велема зненацька, але пізніше він визнав, що цей захід був необхідним у контексті надзвичайної ситуації.

                      На додаток до місць для розташування біженців в Утрехті, муніципалітет Ассен заявив у пресрелізі  від 24 березня, що він продовжить роботу Expo Assen як центру прийому кандидатів на отримання статусу біженця до кінця серпня. З цією метою Expo використовується з листопада 2021 року і продовжить свою роботу у цьому статусі до 31 березня.
                      Assen Expo Hall прийме максимум 500 претендентів на отримання статусу біженця з Тер Апеля.

                      У той час як українські біженці наразі розміщуються в різних притулках країни, їхнє прибуття саме на північ  країни додало неабиякого навантаження на місцеві відповідні служби, зазначають у муніципалітеті Асена.
                      За даними Groningen Internet Courant, у регіон Гронінгена наразі прибуло 650 українців – 400 лише за тиждень з 16 по 23 березня. Наразі регіон може прийняти 900 біженців, і незабаром, можливо, буде додано ще 900 місць, що все одно буде трохи нижче за вимогу уряду Нідерландів, щодо створення кожним регіоном загальної кількості у 2000 місць для прийому біженців на період мінімум шість місяців.

                      За останніми даними Міністерства юстиції та безпеки, на даний момент в Нідерландах перебуває близько 13 000 українських біженців, а наразі в країні є наявними 25 500 місць.
